A design flaw in the charge controller circuit (chip above and to the right of the B pushbutton) is preventing the battery from charging while on USB power. Placing a finger next to the top right pin on the charge controller (not on the chip itself) will cause charging to occur. The chip gets hot during charging. DO NOT place metal near the leads of the chip since this could cause a short to occur. The badge is otherwise fully functional.
